Is there a waiting list?

The Preliminary Waiting List for the Housing Choice Voucher Program is OPEN. This is an Online Only Process. Please refer to the registration information below.

Pre-applications are accepted for the purpose of establishing a Preliminary Waiting List. The Housing Choice Voucher Program provides low income families with rental assistance to rent decent, safe and sanitary housing.

Families are placed on a preliminary list and pulled to establish a Wait List. When funding is available, pre-applications will be RANDOMLY selected using a LOTTERY system. Each household may only apply once. Pre-applications will not be pulled in date and time order when establishing a Waiting List.

Applicants must report any changes in address or preference status within 10 business days of the occurrence by going online at and under “Quick Links” click on Applicant Portal. Applicants MUST also log into Applicant Portal within 12 months from the date they ORIGINALLY applied and every 12 months thereafter to inform the Housing Authority of their continued interest in the program. Failure to do so will result in cancellation from the waiting list.

What will rent cost with a Voucher?

Rent for Housing Choice Voucher (HCV) Program participants is based on household income. Typically, HCV participants pay approximately 30% of their adjusted income. The balance of the rent (up to an approved amount) is paid directly to the property owner by the Fresno Housing Authority. Rent amounts are in accordance with requirements and guidelines set by the U.S. Department of Housing and Urban Development (HUD). Learn more about rent.
