Fresno Housing Authority has developed several key documents to guide the organization’s strategic direction as well as its daily operations.
Public Housing Agency (PHA) Annual Plans
Each year in accordance with Section 511 of the Quality Housing and Work Responsibility Act of 1998, 24 CFR Part 903 and subsequent U.S. Department of Housing and Urban Development (HUD) notices, Fresno Housing prepares updates to the Public Housing Agency (PHA) Plans. The purpose of the Annual Plan is to notify HUD of any changes to the prior year’s Five-Year and Annual Plan. It is also a way to report progress made in meeting goals outlined in the PHA Five-Year Plan.
The current Plans were approved and adopted by the Boards of Commissioners of the Housing Authority of the City of Fresno and the Housing Authority of the County of Fresno. Both are transmitted to the Department of Housing and Urban Development (HUD) on or before October 1st each year.
The Housing Choice Voucher Program (formerly known as Section 8), enacted as part of the Housing and Community Development Act of 1974 to provide housing assistance to low-income families, is administered by the Fresno Housing Authority with funding from the U.S. Department of Housing and Urban Development (HUD). To administer the program, Fresno Housing Authority enters into an Annual Contributions Contract with HUD. The Fresno Housing Authority must ensure compliance with federal laws, regulations, and notices and must establish policies and procedures to clarify federal requirements and to ensure consistency in program operation, which are encompassed in the Administrative Plan.
Admission and Continued Occupancy Policy (ACOP)
The Fresno Housing Authority is responsible for public and affordable housing throughout Fresno County. As a government agency created and authorized by state law to develop and operate housing and housing programs for low-income families, Fresno Housing Authority enters into an Annual Contributions Contract with the U.S. Department of Housing and Urban Development (HUD) through which it administers these programs. The Fresno Housing Authority is mandated to comply with federal laws, regulations, and notices and must establish policies and procedures to both clarify federal requirements and to ensure consistency in program operation. These policies are encompassed in the Admission and Continued Occupancy Policy (ACOP).
Financials and Audits
Each year the finances of the Fresno Housing Authority are audited by an independent accounting firm to assure the accuracy and verification of the organization’s financial statements, policies, and practices.
Board Meeting Documents
Fresno Housing Authority’s Strategic Plan – “Mapping the Way toward a Strategic Future for the New Fresno Housing Authority” – was developed through a comprehensive, year-long process that included an in-depth assessment of the organization’s history, accomplishments, and challenges gleaned from research, document review, and interviews with more than 60 stakeholders and community leaders and more than a dozen interviews with the leadership of other housing authorities across the country. This information provided the groundwork to develop a new vision, mission, set of goals, and an action plan. The process was guided by the agency’s Executive/Senior Management Team and the Board of Commissioners.
